To install "PictureProject" for Windows, you can follow these steps:
Insert the installation CD that came with your Nikon Coolpix L3 camera into your computer's CD/DVD drive.
The installation setup should automatically launch. If it doesn't, navigate to the CD/DVD drive in File Explorer and look for a file named "setup" or "install".
Double-click on the setup file to begin the installation process.
Follow the on-screen instructions to complete the installation of PictureProject.
Once the installation is finished, you should be able to open and use PictureProject to transfer and manage your photos from the Nikon Coolpix L3 camera.

No, the software will not work on the Windows 10 operating systems because there would be no place to download then. There is only an updated to the application that Nikon released, but that's it.
I have downloaded the Picture Project program, but when I attempt to install the program I get a message saying version 1.75 cannot be found and the installation quits. What do I do?

What you've downloaded appears to actually be an update. You can apply an updated to a previously installed version. Unfortunately, here is the message taken from the Nikon website related to PictureProject availability:
PictureProject - Full versions of Picture Project are no longer available for download but updates are available for existing users.
This means you won't have the possibility to download the application anymore.
I recently bought a new pc which has Windows 7 Home Edition Premium.
When I edit a picture ion Picture Project, it is no longer saved over the original. The changes are saved in Picture Project alone. When I try to send the picture to be developed, I can only send the unedited original. Any ideas on how to overwrite the original or save the new picture?

Make a copy of the original, edit it, and delete the original. But i'm not sure.
You can use Recuva to recover all your files. Just make sure to select the proper destination so that the application knows where to search. You have the possibility to use its built-in wizard application to search for images only.
Open PictureProject then connect Nikon camera to the PC and click on the Transfer button on the main interface of the application. The application will begin to gather pictures stored on the internal/external storage of the camera. Once the pictures are transferred you can use the tree menu on the left to locate the pictures on the disk.
When I tried to transfer pictures from my camera to PictureProject, I received the "Not Connected" message. I worked without issues 2 hours ago. What can I do?

Try to check if the camera is connected properly.
